Try to redownload the CEP by Numenor at http://www.modthesims2.com/download.php?t=92541 or, if this link is not working simply type "download CEP" on your Google searching tool. I had exactly the same problem and finally found the solution by redownloading the CEP (latest version). Now it is working fine.
I hope this will be of help.
Yes, me too!
I was not sure of the CEP number I had, so I ended up redownloading it anyways. Mine works.

As already said, I had the same problem with SimPe photoshop not working, and as I had it again, I sent an email to Numenor (creator of the CEP and co writer of SimPE, for those who would not already know it). Numenor agreed for I relay his explanations to you so, here they are, as this is the correct way to make it work (N.B. this is for PC users) :

Hi Patricia,
I suggest a clean reinstall of everything:
1) uninstall SimPe from the Add/Remove program panel
2) manually delete the entire (Program Files)\SimPe folder
3) uninstall the CEP (if possible) from the Add/Remove panel; if you get error messages that contain a button "Ignore", click it; of course if the error is simply "Impossible to uninstall", with only a OK button, click it and don't worry about the uninstallation of the CEP.
4) Be sure to have the latest CEP9 from MTS2 and run the CEP installer; you should NOT have any error messages, but in case you have, write down the error message (so that you can tell me), and click Ignore whenever possible.
5) If the CEP got installed without errors, install the latest SimPE downloaded from SimPE site.
6) Start SimPE and go to Extra -> Preferences
7) First off, go to "System Folders" and check if all your installed EP are correctly listed, along with their correct install path
8) Then go to "System Check" and click "Run Check"; wait a little, until all the three black boxes turn to green marks; if you get one or more red marks, there's a problem (SimPe will offer info about solving them, if possible).
9) When done, go to the "file Table" tab and read the first 4 lines of the Advanced settings (the 4 lines related to the CEP): NONE of them should start with: {missing}.
10) If everything is in good order, close the preferences and start Object Workshop, and try again recolouring your painting. I suggest not to use the Wizards, because it has not been updated since long ago, and it might have some compatibility problems (usually it runs fine, but you can never be sure).
Let me know if these info helped solve your problems.

I could not uninstall the CEP using the "install/uninstall" panel of my computer but I noticed that installing a new version of the CEP automatically uninstals the former CEP version.
I hope this will be of help. :)
